The Ministry of Human Resources and Social Development has issued the "Governance Guide for Sectoral Skills Councils" with the aim of establishing a governance framework that ensures the councils' effective performance during the current phase. The guide includes several important aspects such as planning, development, skills recognition, and management. Structure of Sectoral Skills Councils

Labor Market Strategy Initiative
The sectoral skills councils are one of the initiatives adopted as part of the labor market strategy, which was approved by the Council of Ministers' decision No. 254 dated 23/4/1442 AH. This initiative aims to elevate the skill levels in priority sectors in the Kingdom by identifying the skill needs in these sectors, forecasting future needs through alignment with the public and private sectors, and coordinating with the education, training, and specialized academies.
Composition of Sectoral Councils
The sectoral skills councils consist of 12 councils in priority sectors, led by the relevant ministries and major companies in those sectors. The councils' membership includes representatives from ministries, regulatory bodies, the private sector, the National Committee for Workers' Committees, specialized experts, and the Federation of Saudi Chambers. The primary role of these councils is to identify the skill needs for each sector and forecast future needs in collaboration with the public and private sectors.
