The Ministry of Human Resources and Social Development announced the commencement of the second phase of the localization decision for consultancy professions, with a 40% implementation rate effective from March 25, 2024. This decision comes as part of the ministry's efforts to provide more incentivized and productive job opportunities for citizens across various regions of the kingdom.
The Ministry of Human Resources and Social Development clarified that it will work on monitoring and implementing the decision in its second phase to increase the participation of Saudis in the labor market. This will be done in partnership with the Ministry of Finance, the Local Content and Government Procurement Authority, the Efficiency of Expenditure and Government Projects Authority, and the Human Resources Development Fund (Hadaf), in line with the requirements of the sector and the labor market.
Private sector establishments can benefit from incentives and support programs provided by the Human Resources and Social Development system to assist in the employment of Saudis. These include support for recruitment and searching for suitable employees, support for necessary training and qualification processes, and support for recruitment and job continuity. Additionally, there is a priority for utilizing all available localization support programs through the system and support and employment programs through the Human Resources Development Fund (Hadaf).
The Ministry of Human Resources and Social Development issued a procedural guide outlining the details of localization, professions, and required ratios on its website, emphasizing the necessity for establishments to comply with and implement the provisions to avoid regulatory penalties that will be imposed on violators.
