Practical Obligations in Saudi Arabia: Understanding Article 25 and Its Impact on the Labor Market

Article 25 of the Saudi labor system is one of the key pillars that define the commitment of employers to provide accurate and specific information to the relevant labor office. This commitment aims to enhance communication and improve the effectiveness of the labor market in the Kingdom of Saudi Arabia. Here is a detailed explanation of the obligations that employers must adhere to and submit to the labor office:

  1. Statement of Vacant and New Positions: Employers must provide an accurate and comprehensive statement of vacant and new positions. This statement includes information about the type of jobs, their location, allocated wages, and necessary qualifications. This statement must be submitted within fifteen days from the date of vacancy or creation of the positions.

  2. Notice of Hiring Saudi Citizens: Employers are required to send a notice regarding the measures taken concerning the hiring of citizens nominated by the employment unit. This notice must be submitted within seven days from the date of receiving the nomination letter.

  3. Statement of Workers and Their Details: Employers must submit a statement that includes the names of workers, their positions, professions, wages, ages, nationalities, work permit numbers for expatriate workers, issuance dates, and any other required information according to the regulations.

  4. Report on Work Status and Conditions: Employers must provide a report describing the work status and conditions, including predicting expected shortages and increases in operations for the following year from the report date.

  5. Submission of Data within a Specified Time Frame: Employers are required to submit the data mentioned in sections 3 and 4 of this article during the month of Muharram each year.

Compliance with these obligations contributes to improving workforce planning, enhancing transparency, and effectiveness in the hiring process. This, in turn, fosters employment opportunities for citizens and achieves balance in the Saudi labor market.
