Ministry of Human Resources and Social Development Implements Phase Two of Electronic Contract Documentation for Localization Initiative
On Saturday, June 1, 2024, the Ministry of Human Resources and Social Development will begin implementing the second phase of the decision to adopt the electronic contract documentation service for the Localization Initiative in public sector operations and maintenance contracts. This service is part of the electronic services provided by the ministry through the "Qiwa" platform, and this phase will apply the decision to large enterprises.
Expansion in Phase Three
The third phase of the decision will expand the service to include all other sizes of enterprises, starting from December 1, 2024. The decision aims to monitor the localization of operations and maintenance contracts in public sector entities, ensuring that enterprises comply with the targeted localization rates in those contracts. It also supports the ministry's efforts to increase the participation of Saudi men and women in the labor market.

The decision will apply to enterprises contracting with government entities and companies in which the state owns at least 51%. It covers operations and maintenance contracts, city cleaning, road operations and maintenance, catering, and IT operations and maintenance contracts. The decision requires enterprises with operations and maintenance contracts with public entities to upload their contract data to the "Qiwa" platform through the localization contract documentation service.
